An Warning to Keir Starmer drawn from His Own History: If You're Not Bold on Britain's EU Exit & Europe, Your Labour Rivals Shall Be.

Back in 2018, a mere eight words to electrify the party's annual gathering and to show Labour was becoming disillusioned with Jeremy Corbyn. Although not precisely stirring rhetoric, the phrase met with wild cheering as delegates stood for an impromptu ovation.

As the commotion died down, the then-Brexit spokesman, remained at the lectern, visibly startled. He was unaccustomed to his speeches having such an effect. All he had said was: "Nobody is ruling out staying in the EU". But context is everything.

During that deeply polarized period in 2018, straying from his agreed text in this way was always going to be seen as laying down the gauntlet to Jeremy Corbyn, who sought to prioritize leave supporters in key constituencies over the Europhile sentiments of his party. In just one speech, this grey-suited opposition Brexit spokesman underwent a transformation – if only for a while – into a political gambler who championed most Labour MPs, members and voters against a leader he later succeeded.

The Shift of Stance and Closed Debates

In the years since, much has happened, not least to Starmer himself. One of his first acts after taking over from Corbyn in 2020 was to declare the EU question was resolved by the previous year’s national vote. And, at the last one, he consistently stressed unbreakable pledge commitments that forbade rejoining the European Union or its core structures.

Similar to Corbyn, his strategy has been to pursue Brexit-y voters in target constituencies, even if polling evidence indicates many of them have died or changed their minds.

Pressure Building on the EU

Yet, the tables have turned and Starmer is now to be an embattled Labour leader. And, if Europe is no longer the boiling pot of British politics, a lid which was firmly shut since Brexit is starting to loosen again.

The Prime Minister and Chancellor have ramped up their language about the devastation that leaving the EU has inflicted on the UK’s economy. It’s a useful stick to criticize Nigel Farage, who now rarely mentions how leaving the EU was once his singular purpose and is still his only real achievement.

And yet, the extent of the economic harm, reportedly has left Britain with an economy that is significantly diminished than if it were still in the EU, dwarfs the micro-mitigation thus far implemented by the government. The PM's much-touted relationship reset agreed with Brussels in 2024 provides gains measured in low decimal points.

Cabinet Divergence & Ambitious Proposals

Rachel Reeves is among those attempting to bypass long-standing interior ministry opposition to an expansive version of a growth-enabling program for young people by which youths can move between the UK and the EU for work or study.

The deputy prime minister has pondered publicly regarding the clear advantages of joining an EU customs pact, while a dozen Labour MPs, such as the head of the powerful finance committee, recently supported a Liberal Democrat motion on customs union membership.

Although the Europe minister, the minister in charge of EU policy, who is now attending all cabinet sessions, maintains the red lines remain unchanged, there are ways to work around them. One idea would be to declaring the commencement of negotiations now on a much bolder deal, for inclusion in the following election platform, to be enacted only after securing a new electoral mandate.

The Prime Minister's Fundamental Scepticism

However, Starmer has most recently pouring cold water again cautioning that a return to a European customs area would “unravel” the commercial agreements with America, which he views as key accomplishments of his premiership.

It is understood that Starmer's doubts go still deeper, stemming from several key concerns.

  1. First, he thinks a customs pact has been made much harder as ministers are actively diverging from EU regulations in numerous sectors, including the environment.
  2. Second, the exorbitant price set for the UK to join a European defense initiative and the subsequent collapse in talks has led British officials that European nations are less interested in cutting special deals with Britain than in demonstrating that Brexit does not work.
  3. Lastly, the new US national security strategy, which has been welcomed by the Kremlin, is viewed by some influential figures in Downing Street as grounds for Britain to keep its distance from Europe.

A Bizarre Strategy and Geopolitical Calculations

This strange and concerning American strategy paper claims Europe is threatened by cultural extinction due to Muslim migration. It includes only one reference to Britain, placed beside a suggestion that Donald Trump’s administration may interfere in our politics to foster the rise of nationalist movements.

However, instead of concluding that this renders America an unreliable partner, the government reportedly fear that deeper EU integration could upset the global balance by risking fragile US military support for Ukraine, Nato and much more besides.

Succession Chatter & The Echo from the Past

All of which brings us back to the conference of 2018. Starmer has always said that address was not an attempt for the leadership but merely an effort to preserve the “option” of staying in the EU being on the ballot paper. In fact, back then, Starmer still favoured a tailored trade agreement similar to the one he currently seems to reject.

But it’s not been lost on the Prime Minister's office have noticed that Wes Streeting, widely considered would be a candidate for the leadership, is among a group of cabinet ministers signaling they desire greater ambition on Europe.

Aides to Angela Rayner, another likely contender in a contest for the top job, maintain she won’t discuss her position regarding a customs pact because it would only “escalate unhelpful speculation”.

The Obvious Danger & A Prudent Memory

The danger is obvious. If Starmer rules out significant moves towards EU alignment, he cedes ground to claim the territory where the overwhelming majority of Labour MPs, members and voters are to be found.

It would be wise for Starmer to remember the effect that a short phrase had for him in 2018. There are options for a major proposal on Europe that the prime minister ought to consider; he should prise them open himself, before someone else makes them his – or her – own.
